First, spec selection is important. If you don’t mind respeccing occasionally, start with an Arcane spec, then change over to Frost at around thirty; Arcane is stronger until you have the Icy Shards+Shatter talent combo, at which point Frost rockets ahead. At higher levels, you’ll want to change back; Arcane Blast and Arcane Barrage spam is boring but highly effective. If you’re not interested in respeccing a few times, though, just stick with Frost the whole way up.
Now, since you’ll be spending most of your time as Frost, AoE builds may be tempting. Don’t fall for this; sure, the occasional AoE burndown can be effective, but it isn’t a universal method, and often you’ll find yourself dying or having to eat and drink to recover after only a few pulls. Single-pulling is ultimately the best method unless you’re sitting in one place killing AoE-friendly mobs…which is a bad idea, because grinding is slow.
Spec aside, what’s the best way to level a mage? Questing used to be the only real answer, and honestly things haven’t changed much, even with the advent of the dungeon system and battleground experience. As DPS, you won’t be getting too many instance queues popping, though you should certainly take as many as you can get when you have Rest XP to burn. Battleground XP is slow and weak if you’re interested in quick leveling.
So questing it is. Guides have lost their popularity some, but honestly objective markers on your map can’t compete with the speed you’ll gain with optimized questing routes. Consider this: the quickest routes often involve frequent movement between zones. Unless you are an expert in leveling, you’ll have a lot of trouble figuring out when to do this and where to go. So consider a guide of some flavor.
The last thing I can mention is general play advice: Don’t keyboard turn or click abilities, don’t forget to carry level-appropriate food and drink, and use an alt to buy and sell things on the AH instead of running there constantly.
